Hope Not Handcuffs, a program run by Families Against Narcotics, allows people with addiction to seek treatment, without fear of arrest. Multiple St. Clair County law enforcement agencies are participating, the latest additions being Clay Township and the St. Clair County Sheriff’s Department.
